On January 12, 2022, deputies with Constable Mark Herman's Office responded to the 7100 block of Foxbrick Lane in reference to a suspicious male.

Upon deputies arriving, they located two males stealing catalytic converters from vehicles in the parking lot. The males were detained and identified as Billy Dela Cruz and John Palacios, who was found to be in possession of 33.8 grams of Methamphetamine.

"They were arrested and booked into the Harris County Jail, charged with Felony Theft. John Palacios was also charged with Possession of a Controlled Substance. His total bond was set at $5,000.00. Billy Dela Cruz' bond was set at $2,500.00 out of the 183rd District Court." - Constable Mark Herman

At that small amount of bond, they are probably already out and cutting on some more catalytic converters

I am glad they caught them but the bill should be much higher in my opinion. There should be a huge deterrent from going back out and repeating the same crime or different crimes.

@HarleyRider : Right. All they have to do is go out and get another one and they've already paid for their bond. There's no deterrent there at all

@HarleyRider : Agreed, the bond should be much higher. When they steal the convertors they cost the vehicle owner thousands of dollars. I replaced them in about 20 cars or so last year. A few of my customers have been hit more than once.

@WayneHavens : I have a friend in Atascocita that they stole her husband's converter from the new truck they just had for about three weeks. It cost $6000 in the damage because they cut the fuel lines taking it off. Insurance paid for most of it but they still had $1000 deductible. It took two months to get the truck back because of a shortage of the parts . That's such an inconvenience. And then the crook gets out on a little tiny bond

@WayneHavens : Very frustrating. These judges should have their vehicles parked in places like the rest of us and see what happens when they get theirs stolen several times. My-my... wouldn't it be a different situation!
