Constables Arrest Sex Offender After Exposure Call in New Caney

Montgomery County Precinct 4 Constable’s Office, led by Constable Kenneth “Rowdy” Hayden, arrested a convicted sex offender following a 911 call at an RV park in the New Caney area.
On March 22, 2026, deputies responded to a report of a man exposing himself while walking through an RV park off Cuttler Road. Upon arrival, deputies quickly detained the suspect, identified as Jason Arellano, 47, of New Caney.
During the investigation, deputies determined Arellano is a convicted sex offender out of Harris County who had been living in Montgomery County for several years without updating his registration as required.
Arellano was charged with Failure to Comply with Sex Offender Registration (3rd degree felony) and Disorderly Conduct (misdemeanor). He was booked into the Montgomery County Jail on a $30,000 bond.
Constable Hayden thanked the citizen who reported the incident and commended deputies for their quick response, emphasizing a zero-tolerance approach to crimes that threaten community safety.
