Report insurance fraud to NICB ( National Insurance Crime Bureau) @ NICB.org and or to the State Department of Insurance in Austin. You can report your info to local LEA or DPS who should share your info with the above agencies. If you know the name of the insurance company, call and report your info to their SIU department. If any correspondence is sent by mail, Postal Inspectors can get involved. I suggest you do all the above, ASAP. IRS fraud can be reported to IRS. There should be a way to report your information via their website.

Has official theft report been made? Was car loaned to suspect? If loaned and keys given to suspect, only after "time frame of permissions " can it be considered a stolen vehicle. If loaned with out time frame and permission, which is important, LEA not likely to assist. Civil matter. You can keep pressing LEA to consider vehicle as stolen and file report. To what extent is constable-not helping? If the answer to the question above is YES, that is most likely the reason. Until there is an LEA theft report and NCIC case # it may not be considered as a stolen vehicle. Insurance? Consider contacting, Montogomery County Auto Theft Force in Conroe, to see if they can assist but until car is listed as stolen, they are not likely to help.
